A target operating model is the target picture; the digital transformation strategy is the structured path towards it. The two are separate tasks that build on one another: while the TOM design answers the question of how the company should operate in future, the transformation strategy answers in what order, with which resources and on the basis of which business cases this path is implemented. Without this translation into a robust roadmap, every target picture remains strategic intent without operational commitment.

Context and relevance

The gap between strategy and implementation is one of the most common reasons why transformation initiatives fall short of their goal. Initiatives are launched without clarity about their dependencies, resource requirements and points of impact. Parallel activities overlap and tie up capacities that are needed elsewhere. Investment decisions are made without robust business cases, which structurally weakens acceptance among the leadership team and with investors.

A structured transformation strategy addresses these weaknesses: it prioritises initiatives by strategic impact and operational feasibility, brings them into an impact-oriented sequence and underpins every material measure with a business case. The result is not a rigid plan, but a robust roadmap that provides orientation while remaining adaptable when conditions change.

For PE-led companies, a further dimension is added: the transformation strategy is a central instrument of value-creation management. It makes visible which measures deliver which value contribution and when, thereby providing the basis for communication with the investor group and the planning of 120-day value creation sprints.

Our approach

The Digital Transformation Strategy is developed in four steps – building on the TOM blueprint, but also deployable independently where a target picture already exists or is being developed in parallel (Figure 1: Phasing of the transformation roadmap over an 18-24-month horizon):

Step 1: Target operating model and prioritisation

First, transformation governance and programme structure are set up, the initiative backlog is structured and prioritised, and quick wins with clearly defined points of impact are identified and launched. Where a target operating model already exists, for example from the upstream Target Operating Model Design module, this forms the substantive basis for deriving and prioritising the initiatives. In parallel, the data basis is standardised and the KPI logic established as the management basis for the overall programme. The result is operational efficiency gains within the first few weeks and a scalable programme structure on which the following phases build.

Step 2: Transform core processes

With the foundation from step 1, end-to-end processes with the greatest leverage potential are prioritised and redesigned. Automation measures are implemented along clearly defined use cases, and platform and system migrations are orchestrated. Business cases are developed for all material initiatives, making investment requirements, expected impact and payback period transparent, complemented by resource planning that assigns internal capacities, external support requirements and budget requirements to each initiative bundle. The result is significant efficiency gains and a robust, scalable process landscape.

Step 3: AI and data integration

In parallel with the process landscape, prioritised AI use cases are rolled out into production, data architecture and pipelines are industrialised, and management and metric systems are aligned on a data-driven basis. This step ensures that AI integration is not treated as a separate technology project but is embedded in the operational core processes from the outset – with the result of consistently data-driven management and scaled AI applications in ongoing operations.

Step 4: Scaling and transformation

In the final step, the transformation is rolled out to further areas and markets, the capabilities and know-how built up are anchored internally on a lasting basis, and governance and management mechanisms are consolidated. The operating model is stabilised and geared to continuous optimisation – with the aim that the transformation does not end as a one-off programme, but remains established as a structural management process within the company.

Results and impact

Clients receive a fully developed transformation roadmap: with a governance and programme structure that makes the undertaking manageable from the outset, prioritised initiatives underpinned by business cases, a process landscape geared to efficiency and automation, integrated AI use cases in operational running, and a scaling logic that anchors the build-up of capabilities and management mechanisms sustainably within the company. The transformation thereby does not end as a one-off programme, but is established as a continuous management process within the organisation.
